Project Overview

Old Hampden needs some love, both above and below ground. This street and its aging underground water and stormwater pipelines run directly through the Wellness District of Downtown Englewood serving Craig Hospital, Swedish Medical Center, nearby businesses and residents, office workers, and visitors with its assortment of retail stores and restaurants. Upgrading old infrastructure and enhancing public safety, accessibility and options for getting around the Old Hampden area are key priorities for the City of Englewood and the Englewood Downtown Development Authority.

The Old Hampden Utility Improvements project will begin to address these priorities by replacing aging utility infrastructure and planning for future streetscape improvements to better accommodate all modes of travel through the corridor.

After the Old Hampden Utility Improvement project is completed, the next phase of streetscape improvements will begin in Summer 2025 and continue into Summer 2026. Learn more about Old Hampden Complete Streets here.

Infrastructure Improvements

Many of Englewood’s water and stormwater pipes were built in the 1950s. They are nearing the end of their useful life and need to be upgraded or replaced. Water main breaks and stormwater-related flooding have both occurred as a result of aging and undersized infrastructure.

Because of these issues, the replacement of aging infrastructure along Old Hampden has been identified as a top priority for the City of Englewood through its master planning process. In 2020, the City of Englewood developed Master Plans for each of the three utilities which identified the following priorities:

  • Stormwater Master Plan
    • Replacement of stormwater pipelines along Old Hampden and the possible addition of a new, enlarged storm sewer outlet to Little Dry Creek was identified as one of the top three critical infrastructure improvements.
  • Water System Master Plan
    • The Clarkson and Hampden Booster Pump Station and Old Hampden water main were identified as being in need of rehabilitation and replacement.

To help reduce the cost of these critical infrastructure projects and limit construction-related disruptions, the Public Works and Utilities Departments have partnered to make these improvements to the stormwater and water lines at the same time.

Streetscape Improvements

The underground pipeline improvements will pave the way for a redesign above ground following Complete Streets design principles.

Community Input

A key piece of this project is public input. An e-survey on this page in 2022 resulted in public comments that have directly informed preliminary plans. A stakeholder advisory committee, comprised of corridor residents, businesses, hospitals, neighbors, people with disabilities and advocates for safety, sustainability and accessibility has also provided input.

Project Scope

Stormwater Improvements

  • Design improvements for 2,300 feet of stormwater pipeline, inlets and manholes on Old Hampden Avenue between S. Clarkson Street and Lincoln Street
  • Design improvements for 400 feet of stormwater pipeline on Lincoln Street south of Old Hampden Avenue to the outfall on Little Dry Creek
  • Construction of improvements to occur in 2024-2025.

Project Funding

A variety of funding sources will be necessary to complete the design and construction of all aspects of this project, including federal, state, and local sources. Design costs are being funded by Water and Stormwater Funds along with funds from the city’s Public Improvement Fund for the preliminary design of the Complete Streets concept.

Project Schedule

The Old Hampden Complete Streets Project is scheduled to begin in January 2025 and continue through Summer 2025.

    Construction continues in the Phase 3 closure area from Pearl Street to Washington Street. During this time:

    • Access to 601 Hampden and the hospitals is being maintained via the drive lane from the east and Pennsylvania Street from the west.

    • Crews are actively working on the redundant water feed to the hospital to enhance system reliability.

    • Work in this area is expected to continue through late August 2025.

    • Additionally, Bid Schedule D work has been added to the contract, expanding the scope of the current project.

    Work is progressing on the Old Hampden Utility Improvements Project, and the next construction phase is scheduled to begin Tuesday, July 15.

    The current closure from South Logan Street to South Pearl Street will reopen to traffic, and the closure will shift east, closing Old Hampden Avenue from South Pearl Street to South Washington Street.

    Crews will continue upgrading aging utility infrastructure along the corridor, including water and stormwater pipes originally installed in the 1950s. These systems are nearing the end of their useful life and have contributed to water main breaks and storm-related flooding in the area.

    As utility work continues along Old Hampden Avenue, the City of Englewood is adjusting the construction timeline to allow for a more efficient and coordinated approach. Multiple new phases will be added to the utility portion of the project, pending city council approval. This additional work ensures that the entire length of aged and decaying storm pipe will be replaced prior to the Complete Streets construction, reducing the risk of failure of old pipe under new improvements, limiting the need to revisit completed areas and minimizing disruption to surrounding businesses, hospitals and residents.

    The Complete Streets streetscape improvements originally planned to begin this fall will now be postponed. The project is expected to go out to bid in November, with construction anticipated to begin in early spring 2026.

    Complete Streets construction will now begin in 2026, in the meantime, utility crews will continue making progress in the corridor to support the upcoming improvements. Third-party utility and communication contractors will be in the area replacing and relocating lines to prepare for future construction.

    Progress to Date:

    • More than 600 linear feet of concrete stormwater box culvert installed
    • Water main replacements completed between Logan Street and Pearl Street
    • Ongoing progress on storm main upgrades and coordination east of Pearl Street

    The City of Englewood’s contractor has completed the initial utility improvements along Old Hampden Avenue. Paving is scheduled this week, and the intersection at South Logan Street and Hampden is expected to reopen by Tuesday, May 20.

    Crews have also made significant progress on storm main upgrades, replacing outdated corrugated metal pipe with more durable concrete box culvert.

    Once the current storm main work wraps up, the closure along East Hampden will shift east. The next construction zone will close Hampden Avenue from just before South Pennsylvania Street to just before South Pearl Street. A single-lane closure will also begin just east of Pearl.

    Hospital access will be maintained throughout the project. Please follow posted detour signs in the area.

    The City of Englewood’s contractor has completed the water main installation in Phase 1 of the project area. Crews are now working on the storm main, which includes replacing outdated corrugated metal pipe with modern concrete box culvert. So far, over 150 linear feet of culvert has been installed.

    The storm main work is expected to be completed around mid-May. At that point, the current traffic closure along East Hampden will shift east, allowing the South Logan Street and Hampden intersection to reopen. The new closure will extend along Hampden from just before South Pennsylvania Street to just before South Pearl Street, with the Pennsylvania intersection closed to through traffic.

    The Old Hampden Improvements Project is advancing, and traffic patterns have been updated to accommodate ongoing work in the area.

    The intersection of Logan Street and Old Hampden Avenue will fully close again on Monday, March 3 as construction progresses. The closure on E. Hampden Avenue from S. Grant Street to S. Pennsylvania Street is estimated to last until early May.

    These closures are essential for upgrading aging infrastructure and preparing the area for streetscape improvements aimed at enhancing public safety and accessibility.

    What to Expect:

    • Street closures will continue in phases along Old Hampden Avenue—please follow updated detour signs and allow extra travel time.

    Due to construction along Old Hampden Avenue, Englewood’s free shuttle service through the Wellness District has been rerouted.

    Stop 8 has been temporarily rerouted to the northwest corner of Sherman Street and Old Hampden Avenue. Stop 13 has been temporarily rerouted to the southwest corner of Pennsylvania Street and Old Hampden Avenue.

    The City of Englewood is excited to announce the official start of the improvements on Old Hampden in the Wellness District.

    Starting Monday, January 6, 2025, crews will begin critical utility upgrades along Old Hampden Avenue, kicking off a two-phase project that will enhance the infrastructure and streetscape of this important corridor.

    The first road closure will impact E. Hampden Avenue between S. Pennsylvania Street and S. Grant Street. This section of road will be closed to through traffic as crews begin the utility work. Detours will be in place to help guide drivers around the closure. Please follow posted detour signs and allow extra time for your commute as work progresses. This closure is expected to last until late February. Afterward, rolling closures will continue along Old Hampden Avenue, moving toward S. Broadway. The sidewalk on the south side of Old Hampden will remain open for pedestrians throughout construction.

    This closure marks the start of Phase 1, which will focus on upgrading underground water, sewer, and stormwater systems to ensure reliable service for the future. Phase 1 is expected to continue through Summer 2025.

    What’s Next?

    The Old Hampden Complete Streets Project will be completed in two phases:

    • Phase 1 (January–Summer 2025): Underground utility upgrades, including the replacement of aging water, sewer and stormwater systems.
    • Phase 2 (Summer 2025–Summer 2026): Above-ground streetscape improvements, including ADA-compliant sidewalks, upgraded bus stops and traffic-calming measures. Learn more about the streetscape improvements here.
