Old Hampden Complete Streets

As utility work continues along Old Hampden Avenue, the City of Englewood is adjusting the construction timeline to allow for a more efficient and coordinated approach. Multiple new phases will be added to the utility portion of the project, pending city council approval. This additional work ensures that the entire length of aged and decaying storm pipe will be replaced prior to the Complete Streets construction, reducing the risk of failure of old pipe under new improvements, limiting the need to revisit completed areas and minimizing disruption to surrounding businesses, hospitals and residents.

The Complete Streets streetscape improvements originally planned to begin this fall will now be postponed. The project is expected to go out to bid in November, with construction anticipated to begin in early spring 2026.

Complete Streets construction will now begin in 2026, in the meantime, utility crews will continue making progress in the corridor to support the upcoming improvements. Third-party utility and communication contractors will be in the area replacing and relocating lines to prepare for future construction.

Progress to Date:

• More than 600 linear feet of concrete stormwater box culvert installed
• Water main replacements completed between Logan Street and Pearl Street
• Ongoing progress on storm main upgrades and coordination east of Pearl Street

The City of Englewood is excited to announce the official start of the improvements on Old Hampden in the Wellness District.

Starting Monday, January 6, 2025, crews will begin critical utility upgrades along Old Hampden Avenue, kicking off a two-phase project that will enhance the infrastructure and streetscape of this important corridor.

The first road closure will impact E. Hampden Avenue between S. Pennsylvania Street and S. Grant Street. This section of road will be closed to through traffic as crews begin the utility work. Detours will be in place to help guide drivers around the closure. Please follow posted detour signs and allow extra time for your commute as work progresses. This closure is expected to last until mid-February. Afterward, rolling closures will continue along Old Hampden Avenue, moving toward S. Broadway. The sidewalk on the south side of Old Hampden will remain open for pedestrians throughout construction.

This closure marks the start of Phase 1, which will focus on upgrading underground water, sewer, and stormwater systems to ensure reliable service for the future. Phase 1 is expected to continue through Summer 2025. Learn more about the Old Hampden Utility Improvements here.

What’s Next?

The Old Hampden Complete Streets Project will be completed in two phases:

• Phase 1 (January–Summer 2025): Underground utility upgrades, including the replacement of aging water, sewer and stormwater systems.
• Phase 2 (Summer 2025–Summer 2026): Above-ground streetscape improvements, including ADA-compliant sidewalks, upgraded bus stops and traffic-calming measures.

The City of Englewood and Colorado Department of Transportation (CDOT) reviewed the 90% design plans for the project in December, and the feedback provided to Felsburg Holt & Ullevig (FHU) included primarily minor comments. We’re pleased to report that the plans align closely with the project vision. FHU is currently addressing the feedback to finalize the design.

As this project is funded through a Denver Regional Council of Governments (DRCOG) grant, it requires a special sign-off process. The city and FHU are collaborating to secure the necessary approvals by early spring 2025. While there are several steps and checkpoints ahead to prepare for construction advertising, the team is making steady progress and remains confident in meeting the requirements.

The city has received the 90% design plans from the consultant, Felsburg Holt & Ullevig (FHU). The City of Englewood Public Works Department and Colorado Department of Transportation (CDOT) staff will review the plans in December and provide comments to FHU around the end of the year.

90% plans include nearly final aspects of the roadway, sidewalk and multiuse path, bus stops, drainage system, utilities, traffic and streetscape designs. For example, as part of the streetscape and utility designs, the lighting plan will be submitted to the city for review. The lighting plan covers the location of lights, their heights, selection of a product, tabulation of the quantity of lights needed as well as relevant equipment, electrical drawings showing how power is to serve each light, and a cost estimate.

Cost estimates are generated based on bid items which have a unit of measurement and a quantity. For example, a light is typically measured on an individual basis using the measurement EACH and the quantity is the number of lights installed throughout the corridor. Other forms of measurement can include linear feet (LF), square feet (SF), square yards (SY), cubic yards (CY), gallons (GAL), ton (TON), acre (ACRE), lump sum (LS) and others.

After the city provides comments on the 90% plans, FHU will address or respond to each comment to produce the 100% plans. Typically, major design issues are resolved between 30% and 90% and we’ve been working closely with FHU throughout the entire project, so our comments on the 90% plans are anticipated to be minor.

The Old Hampden Complete Streets team has been hard at work this fall. With a booth at the Englewood Block Party and an open house at Grow + Gather on September 25, the team was able to receive feedback from over 150 community members on which of the project goals were highest priority for individuals.

Since engaging the public, the team has taken the feedback received and utilized it to help inform the final design, which is underway. The consultant design team will be submitting 90% plans to the city around Thanksgiving. After the 90% plans are reviewed and discussed, the team will head to 100% design over winter 2025.
