Overview

Old Hampden needs some love, both above ground, and below. This may sound familiar. The city is in the process of updating the aging underground infrastructure and you can get details here. Let’s talk about above ground!

Old Hampden runs through the Wellness District of Downtown Englewood serving Craig Hospital, Swedish Medical Center, nearby businesses and residents, office workers and visitors with its assortment of retail stores and restaurants. With a diverse mix of destinations and people in the area, it is important for Old Hampden to be safe and comfortable for all. That’s why the city is continuing its investment above ground with the design of a Complete Street. What’s that? Good question!

This project will transform Old Hampden from an auto-centric roadway with a host of safety and access issues, into a welcoming space conducive to socializing, taking walks, safe crossings, easier access and a variety of other community-friendly activities. The design will improve the pedestrian and bicyclist experience by providing ADA improvements, upgraded bus stop amenities, enhanced sidewalks and traffic calming features to reduce vehicle and bike/pedestrian conflicts.

Community Voice

Residents, business and property owners and key community stakeholders will have opportunities to provide meaningful input on design elements and to help inform construction phasing to minimize impacts as much as possible.

October 28, 2024 Update: The Old Hampden Complete Streets team has been hard at work this fall. With a booth at the Englewood Block Party and an open house at Grow + Gather on September 25, the team was able to receive feedback from over 150 community members on which of the project goals were highest priority for individuals. Since engaging with the public, the team has taken the feedback and utilized it to help inform the final design, which is underway. The consultant design team will be submitting 90% plans to the city around Thanksgiving. After the 90% plans are reviewed and discussed, the team will head to 100% design over winter 2025.

November 26, 2024 Update: The city has received the 90% design plans. These nearly final plans detail updates to the roadway, sidewalks, bus stops, drainage, utilities, traffic flow and streetscape designs. Next, the city and CDOT staff will review the plans in December and provide feedback to the design consultant.

Project Scope

  • Widened sidewalk to create a 10-foot wide multi use path on the north side of street
  • Improvements to 10 bus stops within the Old Hampden Corridor to provide cleaner, safer and more attractive bus stops to encourage their use.
  • ADA compliant bus stop benches, trash receptacles, lighting, transit shelters, bicycle docks/racks and in-street concrete bus pads at each bus stop
  • Installation of new PROWAG/ADA compliant sidewalks and CDOT standard M-608-1 ramps where necessary
  • Pedestrian lighting improvements along the Old Hampden corridor
  • Sign and pavement marking improvements (advance stop bars, advance warning signage, lighting, marked crossings, rectangular rapid flashing beacons at crosswalks, and other traffic calming measures) as needed and appropriate to encourage bicycle use and promote bicycle safety
  • Connectivity and wayfinding to RTD transit stops, surface parking and other area amenities and hospital facilities

    The city has received the 100% design plans from the consultant, Felsburg Holt & Ullevig. The City of Englewood Staff will review the final plans and provide feedback to FHU.

    As this project is funded through a Denver Regional Council of Governments (DRCOG) grant, it requires a special sign-off process. Once approved by the Colorado Department of Transportation (CDOT), these finalized plans will be posted for contractors to submit bids in late spring/early summer. Construction is expected to begin in summer 2025 and continue through summer 2026.

    The Old Hampden Improvements Project is advancing, and traffic patterns have been updated to accommodate ongoing work in the area.

    The intersection of Logan Street and Old Hampden Avenue will fully close again on Monday, March 3 as construction progresses. The closure on E. Hampden Avenue from S. Grant Street to S. Pennsylvania Street is estimated to last until early May.

    These closures are essential for upgrading aging infrastructure and preparing the area for streetscape improvements aimed at enhancing public safety and accessibility.

    The Old Hampden Improvements Project is progressing, and traffic patterns have been updated. Logan Street has reopened temporarily at Old Hampden, improving traffic flow while work continues in the area.

    What to Expect:

    • Street closures will continue in phases along Old Hampden Avenue—please follow updated detour signs and allow extra travel time.

    • Logan Street at Old Hampden is expected to fully close again in March as construction advances.

    These closures are essential for upgrading aging infrastructure and preparing the area for streetscape improvements aimed at enhancing public safety and accessibility.

    Due to construction along Old Hampden Avenue, Englewood’s free shuttle service through the Wellness District has been rerouted.

    Stop 8 has been temporarily rerouted to the northwest corner of Sherman Street and Old Hampden Avenue. Stop 13 has been temporarily rerouted to the southwest corner of Pennsylvania Street and Old Hampden Avenue.

    The City of Englewood is excited to announce the official start of the improvements on Old Hampden in the Wellness District.

    Starting Monday, January 6, 2025, crews will begin critical utility upgrades along Old Hampden Avenue, kicking off a two-phase project that will enhance the infrastructure and streetscape of this important corridor.

    The first road closure will impact E. Hampden Avenue between S. Pennsylvania Street and S. Grant Street. This section of road will be closed to through traffic as crews begin the utility work. Detours will be in place to help guide drivers around the closure. Please follow posted detour signs and allow extra time for your commute as work progresses. This closure is expected to last until mid-February. Afterward, rolling closures will continue along Old Hampden Avenue, moving toward S. Broadway. The sidewalk on the south side of Old Hampden will remain open for pedestrians throughout construction.

    This closure marks the start of Phase 1, which will focus on upgrading underground water, sewer, and stormwater systems to ensure reliable service for the future. Phase 1 is expected to continue through Summer 2025. Learn more about the Old Hampden Utility Improvements here.

    What’s Next?

    The Old Hampden Complete Streets Project will be completed in two phases:

    • Phase 1 (January–Summer 2025): Underground utility upgrades, including the replacement of aging water, sewer and stormwater systems.
    • Phase 2 (Summer 2025–Summer 2026): Above-ground streetscape improvements, including ADA-compliant sidewalks, upgraded bus stops and traffic-calming measures.

    The City of Englewood and Colorado Department of Transportation (CDOT) reviewed the 90% design plans for the project in December, and the feedback provided to Felsburg Holt & Ullevig (FHU) included primarily minor comments. We’re pleased to report that the plans align closely with the project vision. FHU is currently addressing the feedback to finalize the design.

    As this project is funded through a Denver Regional Council of Governments (DRCOG) grant, it requires a special sign-off process. The city and FHU are collaborating to secure the necessary approvals by early spring 2025. While there are several steps and checkpoints ahead to prepare for construction advertising, the team is making steady progress and remains confident in meeting the requirements.

    The city has received the 90% design plans from the consultant, Felsburg Holt & Ullevig (FHU). The City of Englewood Public Works Department and Colorado Department of Transportation (CDOT) staff will review the plans in December and provide comments to FHU around the end of the year.

    90% plans include nearly final aspects of the roadway, sidewalk and multiuse path, bus stops, drainage system, utilities, traffic and streetscape designs. For example, as part of the streetscape and utility designs, the lighting plan will be submitted to the city for review. The lighting plan covers the location of lights, their heights, selection of a product, tabulation of the quantity of lights needed as well as relevant equipment, electrical drawings showing how power is to serve each light, and a cost estimate.

    Cost estimates are generated based on bid items which have a unit of measurement and a quantity. For example, a light is typically measured on an individual basis using the measurement EACH and the quantity is the number of lights installed throughout the corridor. Other forms of measurement can include linear feet (LF), square feet (SF), square yards (SY), cubic yards (CY), gallons (GAL), ton (TON), acre (ACRE), lump sum (LS) and others.

    After the city provides comments on the 90% plans, FHU will address or respond to each comment to produce the 100% plans. Typically, major design issues are resolved between 30% and 90% and we’ve been working closely with FHU throughout the entire project, so our comments on the 90% plans are anticipated to be minor.
