In the winter of 2020, the City of Englewood City Council launched a comprehensive, community-driven process to create a document which matched vision with specific goals and actions. Beginning the summer of 2020, after approval by council, staff spent two years working to implement this plan, and provided quarterly updates to council and the public which are available on this page. In the winter of 2021, council began the process of revising the strategic plan given significant achievements and accomplishments related to first two years of the plan. After several discussions, reviews, and public input council adopted a revised strategic plan which runs through the end of 2025.

    The end of 2025 also marked the end of the City’s current strategic plan. Across the life of the plan (2021-2025) over 300 projects were completed. In 2025 specifically, 64% of the overall projects were completed, with the rest being either delayed or put on hold. Delayed projects will be carried over into the City’s next strategic plan, which is scheduled to be completed in mid-March.

    In Quarter 4 2025, 31 projects were completed, 15 were delayed, and 21 are ongoing.

    Completed Projects:

    • Complete and implement city-wide safety manual
    • Implement the Tri-Cities Homelessness Action Plan 2.0
    • Implement public education and outreach around waste reduction
    • Undertake a water usage analysis of city facilities
    • Continue to provide opportunities for community members to participate in citizen academies and boards and commissions
    • Publish four editions of the Englewood Magazine
    • Achieve state mandated website accessibility requirements
    • Provide wayfinding and placemaking elements such as creative crosswalks in commercial areas
    • Conduct annual small business workshops in partnership with the Small Business Development Center Network (SBDC) and Greater Englewood Chamber of Commerce (GECC)
    • Promote new and existing local businesses in the Englewood Magazine
    • Continue and monitor existing job training programs and host at least two job fairs with economic partners
    • Plan and execute, and refine existing communications campaign related to the future redevelopment of CityCenter
    • Update the City's recruitment guide, and develop a recruitment strategy
    • Develop a training program for employees by employees, with at least three courses launching this year
    • Hold at least 12 Lunch and Learn sessions
    • Expand and enhance community engagement campaigns and track general sentiment through surveys
    • Evaluate current events and make recommendation for event modifications based on data and connection to City goals
    • Complete Bates Logan Park phase two renovations including playground, basketball court and irrigation system updates
    • Identify action plan items to implement throughout the year
    • Implement a plan and secure funding to increase tree canopy on city-owned and private property
    • Implement improved park design through park renovation and park design
    • Implement asset management software for Parks, Public Works and Facilities
    • Participate in feasibility and detailed planning, involving the public, for a greenway multimodal path involving Little Dry Creek through the downtown area
    • Implement components of Walk- and Wheel Plan
    • Review dangerous intersections as part of the Englewood Transportation Advisory Committee (ETAC)
    • Perform engineering reviews at traffic fatality and high collision intersections
    • Complete projects and initiatives included in the Streets Maintenance Plan
    • Finalize Broadway and Old Hampden Complete Streets Project Design
    • Implement the Electric Vehicle Action Plan
    • Complete native landscaping assessment at South Platte Renew administration building
    • Complete construction of the South Englewood Storm Sewer Outfall project

    Delayed Projects:

    • Complete Americans with Disabilities Act (ADA) Transition Plan: Moved to Q3 2026 due to the requirement for a contract amendment for the consultant to return.
    • Implement a board and commission liaison engagement strategy: 80% completed. Expected to be completed by 2nd quarter of 2026. Still need to establish quarterly meetings, review handbook for revisions, and identify metrics.
    • Complete the installation of public and private electric vehicle charging stations: Charging stations are under contract and will be completed in 2026.
    • Implement a policy enforcement audit: The HR team spent 2025 developing a comprehensive tool for employees to access, review, and use administrative policies. Now that this has been completed, the team will develop a process to audit the enforcement and use of policies.
    • Update all job descriptions: This work will be completed in 2026 and was not completed this year due to other pressing projects. This was also paused in 2025 due to the exploration of a new HRIS.
    • Creation of a mini library at the Malley Center and shared library/recreation center calendars to expand partnerships between recreation centers and the library on personal wellbeing programs: In progress as part of the strategic plan that the Library put together. Completion targeted for Q4 2026.
    • Complete Older Adults Strategic/Action Plan: In progress, with completion expected by Q2 2026.
    • Partner with the Englewood Transportation Advisory Committee to conduct a feasibility study and develop a report: The addition of a dedicated Traffic Engineer (onboarding in December, 2025, in addition to the Traffic Engineering Manager) will provide additional bandwidth to complete this project.
    • Implement Vision Zero/Traffic Calming Program: While not completed, a draft traffic calming plan, along with data from the Police Department, will be presented to City Council in February.
    • Work towards completion of the Neighborhood Traffic Calming Program: While not completed, a draft traffic calming plan, along with data from the Police Department, will be presented to City Council in February.
    • Develop and implement infrastructure policies: Currently updating the design guidelines manual, which will be brought to the next ETAC meeting for review in the first quarter of March, and then to City Council for consideration and approval.
    • Develop and implement comprehensive Capital Improvement Plan: Updates to the water/sewer/storm Master Plans are underway.
    • Implement replacement of asset management software in Utilities and SPR: Currently in the process of evaluating software options.
    • Complete city-ditch piping: Currently under construction with a targeted completion in Q4 2026.
    • Implement advanced meter infrastructure (AMI): Replacements are underway with approximately 80% of them complete.

    Ongoing Projects:

    • Explore options to assist homeowners with the removal of lead paint
    • Reduce carbon emissions from city-owned residential and commercial buildings: Emissions for residential and commercial have decreased; waiting on City building data to confirm municipal, but all three have decreased up until now.
    • Implement climate change mitigation and adaptation strategies and projects, especially in areas with the highest climate change vulnerability risk: The climate resilience framework and workshops are done and some items in the framework recommended by residents were completed already, like the ecological guidelines for parks bond projects. Elements from the framework will continue to be implemented in the coming year(s).
    • Contingent on budget and other constraints, develop and implement three neighborhood signs per year: The City is on track to engage three neighborhoods per year. Three were engaged in 2025, signs will go in the ground in Q1 2026.
    • Monitor state legislation relative to affordable housing and provide summaries to Council as requested: Monitoring is ongoing and policy direction is pending direction from City Council.
    • Develop business recruitment leads in the monthly coordination meeting between the City of Englewood and the Greater Englewood Chamber of Commerce and the Englewood Downtown Development Authority
    • Continuation of Eat, Enjoy, Explore campaign: A marketing campaign for EEEE is being finalized with Communications for 2026.
    • Develop plan for the revitalization of the South Broadway corridor: Initiated in 2025 and ongoing through 2026.
    • Review Lexipol policies: This is a yearly process for the Police Department. Lexipol policies were reviewed in 2025.
    • Review and strengthen traffic safety enforcement policies and practices: One parking enforcement officer recently retired and PD is in the process of hiring a replacement.
    • Implement Parks and Recreation General Obligation (GO) Bond: In progress. The Bond runs until 2028 with projects in full swing currently.
    • Limit the use of pesticides in parks and open spaces: Parks use pesticides only on an as-needed basis. It is weather-dependent; for example, if we have a heavier rainy season, more pesticides are typically needed to control weed growth. In 2025, there was a 35% reduction in pesticide use.
    • Continue participation with South Platte Working Group: While there are currently no projects planned or underway in Englewood, The City believes its continued participation remains valuable. The City serves as a supportive partner on other projects in the surrounding area, and historically, many agencies have provided similar support to the City of Englewood when projects were active within the City.
    • Implementation of $426K awarded by State of Colorado PFAS grants
    • Install meters to eliminate flat rate accounts: Partially being addressed through the lead reduction program. Addressing flat rate accounts will be ongoing for several years.
    • Continue to add improvements related to water taste, odor and hardness: Projects with Water Infrastructure Finance and Innovation Act (WIFIA) funding to be completed by 2028.
    • Complete the southern half of the city-wide small storm sewer system cleaning: Maintenance activity has been performed per industry standards.
    • Complete Allen Water Treatment Plant capital improvements: Projects with WIFIA funding to be completed by 2028.
    • Complete waterline replacement: Part of the annual water line replacement program per 5-year Capital Improvement Plan.
    • Assist with the removal of lead pipes: Program scheduled to be complete by end of 2026.
    • Pursue state, local and federal grant and loan opportunities as appropriate: This is evaluated every year through continued capital investment needs and available revenue through these programs.

    On March 3, 2025, Englewood City Council approved updates to the City’s strategic plan, including new key projects for 2025. 40 projects were targeted for completion in Quarter 3, with 20 successfully completed, 14 delayed, 3 put on hold, and 3 completed prior to Q3.

    Completed Projects:

    • Engage the community through focus groups or surveys to gather data on what makes community members feel most unsafe: Engaging specifically through the Citizen's Academy and S. Broadway Revitalization project. This is always ongoing and a key tenant of Community Policing strategies.
    • Hold at least one emergency operations training: An Emergency Operations Center (EOC) exercise was held on May 14, 2025. The next one is planned for Dec. 2025.
    • Complete the Dartmouth bridge widening project
    • Provide wayfinding and placemaking elements such as creative crosswalks in commercial areas: Three traffic wraps installed in Spring with seven more to come. The Cultural Arts Commission is no longer pursuing creative crosswalks due to cost and potential for street damage.
    • Create a calendar on the E-Hub that departments can update with information on their city events, programs and deadlines
    • Develop and implement an artificial intelligence (AI) policy, including workshops on efficiently and ethically using AI as a tool
    • Implement new pool car system for City's fleet vehicles
    • Continue to implement the digital records system through the implementation of a communications and testing plan and update records and information management policies: This is an ongoing project but is on track.
    • Review the City's passport acceptance program and make recommendations for improvements, including the enhancement of revenue generation opportunities
    • Prepare and maintain five-year forecasting for the general fund
    • Develop the 2026 budget, which will include performance metrics and identified opportunities for efficiency
    • Implement the first phase of the Insights Discovery program
    • Develop and implement a new approach to new employee orientation, including a tour of the city and city facilities: Changed from ½ day to two days with day one focusing on city culture and basic onboarding, and day two being a city bus tour.
    • Implement internal staff survey
    • Publish four editions of the Englewood Magazine
    • Successfully manage the fourth annual Elevate Englewood program
    • Expand and enhance community engagement campaigns and track general sentiment through surveys: 16 projects include formal engagement plans for 2025; improved survey tools and implemented standardized tracking.
    • Plan, execute, and refine existing communications campaign related to the future redevelopment of CityCenter: Engagement plan has been developed, and communication efforts have begun.
    • Complete the renovation at the Englewood Recreation Center
    • Continue to implement the creative signal box wrap program, with a goal of adding three box wraps
    • In partnership with the library, create and share digital and printed walking, biking and driving tours: The Historic Walking Tour project is nearing completion with final installs scheduled for Wellness District. CityCenter and Downtown brochures have been created and printed.
    • Promote art through creating and promoting digital and printed walking, biking and driving tours: Completed in partnership with the Cultural Arts Commission.
    • Host four sustainable business workshops
    • Complete waste characterization study

    Delayed Projects:

    • Finalize review of risk management program and develop a plan to implement recommendations: Moved to Q4 2025; the city’s outside consultant completed the program on 10/14/25.
    • Clean and televise the southern portion of the large stormwater system
    • Continue to review rate studies
    • Construct and connect interconnections with Denver Water
    • Implement facilities work order management system: Project is in process with a Request for Proposal (RFP) for new software underway. Likely completion in Q4 2025.
    • Construct the Oxford pedestrian bridge: In progress; completion anticipated in Q1 2026
    • Review current resources on the city’s intranet page (“e_ Hub”) and ensure resources are accurate and accessible: In progress.
    • Informational Videos - Create a short informational video to highlight each department, such as an overview of what each department does: In progress. Planning to switch to animated videos with a completion date for those of Q1 2026.
    • Obtain Association of Workplace Investigations certification: Moved to Q4 2026 to save costs by aligning with Denver's training date.
    • Draft ordinances to recommend updates to entire municipal code where necessary: Moved to Q4 2026 due to staff vacancy.
    • Review the City's passport acceptance program and make recommendations for improvements, including the enhancement of revenue generation opportunities: In progress.
    • Conduct a survey of Malley Center users: A survey of Malley users and non-users will be conducted in November-December 2025 as part of the Age-Friendly Action Plan.
    • Evaluate the feasibility of ensuring all employees, including part-time employees, have access to a locked closet/ space for belongings
    • Break ground at solar carports at Broken Tee Golf Course: To be completed by June 2026.

    On Hold:

    • Obtain access to Public Works live traffic cameras for police use: On hold due to potential technological challenges and cost.
    • Create comprehensive mapping and documentation of the city and its assets: Pending an upgrade to ArcGIS Enterprise slated for completion in Q4.
    • Expand City Manager's briefing program to include different populations: Spoken with Englewood Schools about expanding to include school families for an in-person briefing in Spring 2026. Would also like to include the Malley Center for an in-person briefing in 2026.

    Completed Projects:

    • Partner with Bridge House to successfully open the Tri-Cities Ready to Work program

    • Develop an "Adopt-a-Spot" program to engage members of the community in beautification efforts

    • Fully implement special event permitting

    • Explore, if directed by Council, ranked choice voting

    • Develop standard operating procedures for internal events

    • Implement digital voting system for Council meetings

    • Revise the New Employee Orientation program

    • Designate system as a primary tool for tracking the geographic information systems (GIS) strategic plan

    • Fully implement new utility billing software

    • Post weekly crime stat updates on social media

    • Work with Colorado Energy Office to conduct an Energy Performance Audit on major city facilities

    On March 3, 2025 Englewood City Council approved updates to the City’s strategic plan, including new key projects for 2025. Seven projects were targeted for completion in Quarter One, with five successfully completed and two delayed.

    Completed Projects:

    • EngleFix Standards Upgrade: New standards to improve communication through the EngleFix app have been implemented. Staff training is complete.

    • City Technology Plan: Development finished and presented to Council on March 10.

    • Artificial Intelligence Policy: Interim AI guidelines have been created by a working group, with quarterly reviews planned.

    • Emergency Supplies Preparedness: Supplies have been ordered, stored, and maintained.

    • Crisis Communication Improvements: New internal policies and social media enhancements established. County-wide "reverse 911" notification system expected later in 2025.

    Delayed Projects:

    • SIPA Grant Application: Expected completion in Quarter 3.

    • Digital Voting System for Council Meetings: Software issues caused delays; training is set for July, with rollout planned for the July 21 Council meeting.
