City of Englewood Strategic Plan
The City of Englewood adopted its first strategic plan in 2020. In March, 2022, City Council adopted the 2022-2025 Strategic Plan. City Council reviews the plan annually to consider changes, and receives quarterly updates on projects and performance metrics listed in the plan.
Englewood's Strategic Plan is organized into eight "outcome areas," which are broad categories that Council prioritized for improvement. The eight outcome areas are: Safety, Transportation, Infrastructure, Economy, Community Engagement, Community Wellbeing, and Sustainability.

Completed Projects:
Partner with Bridge House to successfully open the Tri-Cities Ready to Work program
Develop an "Adopt-a-Spot" program to engage members of the community in beautification efforts
Fully implement special event permitting
Explore, if directed by Council, ranked choice voting
Develop standard operating procedures for internal events
Implement digital voting system for Council meetings
Revise the New Employee Orientation program
Designate system as a primary tool for tracking the geographic information systems (GIS) strategic plan
Fully implement new utility billing software
Post weekly crime stat updates on social media
Work with Colorado Energy Office to conduct an Energy Performance Audit on major city facilities
Improve business interface to include testimonials and make more "user friendly"
Develop resources for businesses with less than ten people on achieving specific sustainability-related goals

Create an analytics structure to monitor website performance
Obtain Americans with Disabilities Act (ADA) Coordinator certification
Develop mapping tools and templates for emergency activations

Implement Affordable Housing Outreach Campaign throughout 2024 (in progress)
Implement a banner program for south of Hampden on Broadway (in progress)
Develop a strategy to address safety perceptions in commercial corridor (in progress)
Develop a glossary of common language and terms
Create an internal staff committee to focus on integrating mission, vision and values statements into the work of the City
Update the election manual and related processes (in progress)
Update the Council Member onboarding and offboarding processes (in progress)
Begin work to develop standard operating procedures (SOP) guidebook that states how policies should be interpreted and implemented
Create a process to conduct stay interviews
Improve at least one break area in city facilities (in progress)
Create a survey to obtain input on employee opinions of and interest in co-working spaces
Create at least three unique courses for employees and publish a training catalog with course offerings (in progress)
Automate workflow for open requisitions, refine jobs descriptions, etc.

Seven projects were targeted for completion in Quarter One, with five successfully completed and two delayed.
Completed Projects:
EngleFix Standards Upgrade: New standards to improve communication through the EngleFix app have been implemented. Staff training is complete.
City Technology Plan: Development finished and presented to Council on March 10.
Artificial Intelligence Policy: Interim AI guidelines have been created by a working group, with quarterly reviews planned.
Emergency Supplies Preparedness: Supplies have been ordered, stored, and maintained.
Crisis Communication Improvements: New internal policies and social media enhancements established. County-wide "reverse 911" notification system expected later in 2025.
Delayed Projects:
SIPA Grant Application: Expected completion in Quarter 3.
Digital Voting System for Council Meetings: Software issues caused delays; training is set for July, with rollout planned for the July 21 Council meeting.
