Overview

The City of Englewood is updating the Englewood Forward Comprehensive Plan to reflect recent progress and emerging factors affecting Englewood’s growth. The plan was adopted in 2017, and it is best practice to update the plan every 5-7 years. The supplemental update ensures that the plan remains relevant and adaptable to the community’s evolving needs. The following items highlight some of the key achievements, projects, plans and more that prompted the update:

Key achievements include:
  • Establishing a Downtown Development Authority
  • Adopting the Englewood Station Area Specific Plan for City Center redevelopment
  • Completing the CodeNext initiative, which also spawned the Affordable Housing Task Force
  • Several long-range plans and studies, development projects, code amendments and city projects have been completed in the last seven years that have direct impacts on either growth or development, or both, in the community.
  • Recent state legislation introduced new land-use laws that will directly influence local policies and regulations.

The City of Englewood is excited for you to be part of this process and will have multiple opportunities throughout the process for community members to learn more about the project and provide feedback at in-person open houses and online.

Please consider attending an open house to learn more about the project. All open houses will be at the Civic Center (1000 Englewood Pkwy) on the 2nd floor.

What is a comprehensive plan?

The Englewood Forward Comprehensive Plan is a roadmap for the community’s future. The plan establishes a long-range vision, 20+ years, for Englewood's future, focusing on:

  • Land use
  • Housing
  • Parks and Open Space
  • Business and Employment
  • Transportation
  • Sustainability
  • Learning and Cultural Enrichment

The plan includes actionable strategies to bring these goals to life over time. As a policy guide, the comprehensive plan shapes decisions on land use and transportation, ensuring that Englewood grows in a way that benefits all who live, work or enjoy the community's amenities.

What to expect in the Comprehensive Plan Supplemental Update

The City of Englewood is developing and adopting a supplemental update to the original Englewood Forward Comprehensive Plan. The current plan will still exist in its entirety, with no changes; however, a supplemental document will be added.

The Englewood Forward Comprehensive Plan is broken up into four parts. The city will update certain sections of each part of the plan during the supplemental update. Click each part to expand and see details on each part of the plan.

Timeline: October-December 2024

Focus: Serves as an educational introduction to the plan. It includes a brief history of the community and introduces themes that together create a vision for the plan.

What will the supplement include?

May include information related to projects completed since the original adoption of the Englewood Forward Comprehensive Plan and the addition of the new Englewood Neighborhood Map.

Focus: Outlines Englewood’s snapshots and global trends and outlines goals and objectives.

What will the supplement include?

  1. Updated trends: The 2023 Global Trends Report is available and information from the most up to date report will be summarized, compared and contrasted to the original global trends report used in the 2017 Englewood Forward Plan.
  2. Updated snapshots data: Will reflect new information, including data collected with the most recent census update.

What will the supplement not include?

  • There won’t be any changes made to the vision, themes, goals and objectives as they are still relevant today.

Timeline: January-February 2025

Focus: Englewood Forward organized this section around cohesive geographical areas of the city centering on a local neighborhood park in most cases. The plan includes sections representing 13 districts.

What will the supplement include?

  • Consolidate from 13 districts to 6 neighborhood geographic zones.

    • Northwest (Baker Park, South Lawn Gardens, Vista Heights, Platte River West, Platte

      River South, General Iron Works, Bannock and Cushing Park neighborhoods)

    • Northeast (Yale Heights, Strayers Broadway Heights, Bates Logan, Forest Hill, Kimble Kroft Park, Hawthorn, Romans Park, Hampden Hills and Kent neighborhoods)

    • Central (Cinderella City, Skerrits, Historic Downtown, Wellness District and Old Town neighborhoods)

    • Near South (Logandale, Hamilton Heights Mansfield Heights, Jason Park, Rotolo, Jackson Heights, South Broadway Heights and Cherrelyn neighborhoods)

    • Far South (Belleview Park, Clayton, Whitaker, Duncan Park, Signal Hill and Brookridge neighborhoods)

    • Southwest (Knollwood View, Centennial Acres, and Belisle neighborhoods)


  • Redistribute neighborhood policies.
  • Add new neighborhood boundaries from Englewood Neighborhood Map
  • Add new features to maps (drainage, transit areas, etc.).
  • Potentially add new policies.

What will the supplement not include?

  • There will be no changes to land use intensity categories R-1/R-2 zone districts.

Focus: Part four highlights indicators, strategies and the work plan. These will be used by the planning and zoning commission and city council in project prioritization and decision making.

    The city aims to provide a range of programs and services that positively impact all residents of the community.  Planning for the future development of the city is one aspect of the services that are provided, as is devoting resources to address issues associated with homelessness (which includes partners in addition to the City of Englewood).  The city council has allocated resources to fulfill the many needs of the community, and they balance those needs through the annual budget.
