Phase 3

Status: On hold (Summer 2025)

The Phase 3 S Acoma Area Drainage Improvements represent a critical component of the broader stormwater management plan for the area. Currently, this phase has been designed but is in a temporary state of hold as it awaits the execution of another project's contract for the downstream improvements spanning from Rotolo Park to Oxford. Phase 3 seamlessly builds upon the progress achieved in Phase 2, serving as a crucial link in the chain of stormwater infrastructure enhancements. This phase involves extending the upsizing of existing pipe to 48" Reinforced Concrete Pipe (RCP) from its Phase 2 termination point at Layton Avenue, down Sherman Street, and along Chenango Avenue. Furthermore, Grant Street will also see an expansion in pipe size as part of the Phase 3 upgrades. Two new inlets and connecting pipe will also be added across Stanford Avenue to address flooding concerns around the intersection at Stanford and Fox Streets. Notably, the project will include the upscaling of existing inlets, manholes, and pipes along these interconnected streets. This comprehensive approach augments underground capacity, reducing the surface water accumulation during significant storm events. Once Phase 3 reaches completion, it will provide robust resilience by effectively managing and accommodating a 25-year flood within the city-owned-right-of-way, contributing significantly to the overall stormwater management strategy.




Phase 2

Project Overview

Project Start: February 28, 2022

Project Completion: August 31, 2022

Original Contract Amount: $1,610,560.00

Final Contract Amount: $1,600,296.53

The City contracted with Summers Construction in the amount of $1,610,560.00 to construct Phase 2 of the South Acoma Area Drainage Improvements (See figure S3b below). Such improvements include: New and upsized inlets, new and upsized manholes, and the installation of new and upsized storm sewer pipe. As constructed, the drainage improvements contain the 25-year rain event within the city-owned right-of-way.

Construction started on February 28th, 2022 and was completed on August 31st, 2022. South Sherman Street south of East Layton Avenue was removed from the project scope due to unforeseen Utility conflicts. This segment of the project will instead be completed during Phase 3's construction.


Phase 1

Project Overview

Project Start: July 12th, 2021

Project Completion: October 10th, 2021

Original Contract Amount: $831,919.00

Final Contract Amount: $830,820.82

The City contracted with Summers Construction who constructed Phase 1 of the South Acoma Area storm sewer improvements (See figure S3a below). Such improvements included: New inlets, up-sizing of inlets, installation of storm sewer pipe, increasing the size of existing pipe, curbs, and concrete pans and pavements. As constructed, the drainage improvements contain the 25-year rain event within the city-owned right-of-way.

Project Background

The City identified the most critical drainage problem areas along the southeastern storm sewer line and conducted studies to determine the most effective solution for our citizens. The first study by Calibre Engineering provided the city insight on a possible solution, however, it was determined by city engineering staff to be too high level for construction purposes, and more expensive than the City could afford.

The City then paired up with Ulteig Engineering to perform a detailed analytical study of Calibre Engineering's findings. Ulteig Engineering built off Calibre Engineering's study and discovered an alternate solution that would provide the same storm sewer conveyance that Calibre proposed, but at a much lower cost. Ulteig Engineering also suggested improvements that would address localized street and alley flooding, which was not in the scope of the Calibre Study. The City contracted Farnsworth Engineering to provide a survey of the proposed 25-year design flood boundary to ensure that Ulteig's proposed improvements would keep ponding within city-owned Right-of-Way.

The City split Ulteig's proposed improvements for the S Acoma Street area into 3 phases to be constructed over a two to three year period. Each phase contains new or upsized storm water pipe, inlets and manholes.
